There is no permanent change to dick size from jerking off however a dick can vary in size according to how hard it is and it is quite normal for it to be at its biggest (and hardest) just as you get ready to cum. Once you've cum it will start to go down again but it will tend to lose hardness before it noticably shrinks on the way back to it's normal soft size so there will be a time for which is is no longer hard but is bigger than its normal soft size.

I don't think it actually gets bigger from masturbation. I've read articles online saying, masturbation decreases your testosterone level, thus stunting one's penile development. It may however be just a fuller erection you're experiencing, that's why it looks bigger. It's not permanent though.
