Go to the User CP, click on "Edit Your Details" in the sidebar on the left, it's the first option. The first option on that page is "Edit Your Email, Password & Username"

That's because you changed your username within the past 180 days (172 to be exact). So in eight days from now, you'll be eligible for another name change, and it'll be available where Mike mentioned in the above post
