So at the moment my penis is about 6 inch (15.0cm or 14.9cm) and my foreskin kind of laps at the bottom of the head I'm not sure if that makes sense to you but I'm basically trying to say when I'm erect my for skin is not fully stretched out. So, does this mean my penis is going to increase in size a inch or two or could it be my foreskin does not stretch out as much?

Also I'm 15 at the moment and they say growth stops at 18

And I was sort of a late bloomer.

Anyone know what's happening please let me know.

Maybe you just have a tight foreskin. It's also a possibility that you're still growing. Puberty stops at 18 (or even 21); it's just an estimate. For me, I stopped developing physically after age 14, I guess. So, if I were you, I wouldn't expect much. :)
