I consider myself to gender flexible and it tends to show with my clothing but I've always wanted to to try a binder. I tried something that I saw online about using spanks, cutting a hole in the bottom and putting them on over my chest but it did nothing for me :(
I was going to order a binder of Amazon or something but I've seen a lot of bad stuff about them and I'm worried.
I would love some advice on what I can try. My bra size is 38DD so I have a lot to work with. :(
Please help me?

AH I feel you with those chesty issues. I feel you.
The best advice I can give is to wear a good, supportive sports bra, then possibly a tight fitting camisole (you know, the kind with the 'built in bra' that really only means something if you're a size A...) or another sports bra above that. Then, make sure the shirt you wear is loose, or at least relatively-so.
This is usually what I do, but I'm a bit smaller. Hope you figure out something that works! (Cause that's a toughie.)

I may not be able to relate to your gender fluid reasoning, but as a fellow member of the busty brigade, I understand. Over compressing can cause damage or put you more at risk for stuff but if done right there is no real harm. I personally find the panache ultimate maximum control (redundant I know) great and it can be easily found on bare necessities, I'm a 32 H and it brings me down to looking like a D or DD for dance. Bandeaus are also a great way to get a little extra control/compression. Combine a couple things like Ren recommended and you should get some kind of results. Hope this helps a little.

I've heard good things about the binders from Underworks. They cost more than the stuff you find on Amazon, but they're safer and better quality. I was going to buy one myself, but I have such tiny boobs I don't think it's worth it.
