Is he trying to make me jealous?

Basically this guy rejected my offer to hang out, but still acts quite interested. He likes me a lot as a friend, and often touches me. Like when we stand next to each other, or when he passes or takes an object that is near me. He often brushes against me, and pretty strongly.
I asked him out so he probably knows that I like him. I noticed today something strange though... when he's with other girls he's pretty normal/calm, but when I pass near them, or when I'm around OR when I join them he starts being flirty to them. Why? Is he trying to make me jealous?

Oh and I'm sure that he already likes this one girl... :)

It does sound like he's trying to make you jealous. I don't know if it's because he regrets not accepting your offer or he's just a jerk

If so I think the thread I just linked is better to use because you actually gave more details and explained a bit better. Or was this thread made after the other one, confused.
