Mine goes back and forth with the hand motion. As there's more skin and movement, I think it's the main reason why uncut boys are less likely to need/ use lube. The only real effect it would have on shooting is if it's over the hole at the moment you shoot

It depends on the length of the forskin, if its long enough it will still cover the head when hard
Be sure to have the head exposed when you ejaculate , otherwise the forskin will get in the way of the spray lol

I don't know from experience because, although mine does not pull back all the way automatically when hard, it does pull back far enough that the hole in the end of the head is not covered, but I would image it would be the same as if you pee when the skin covers or partially covers the hole - pushing past the skin can reduce the force of the stream and cause it to go off at a funny angle but doesn't stop it from coming out.
