It is her choice and of course you have to be realistic about the flirting - does she? or do you just think she does?

I would talk to her. if she says no, then tell her to stop flirting. do it in a nice way though. try to still be friends if possible

Okay if she's flirting with you yet refuses to commit now or in the near future, you just need to move on because anything past the normal friendly conversation is her just playing you. You don't need to try to force a relationship, or wait for one with her. She isn't into you that way.
