Well, first off, Water is a terrible lube. TERRIBLE, I wouldnt suggest using it. Plus the water might distract you, all sorts of things like that. I would suggest trying sopa or shampoo(They dont all hurt), and maybe turning off the water. A lot of guys do have this problem, not a big deal

from what i have heard, for most ppl, me included, it seems that

1)the running water is distracting

Using shampoo is not recommended. It can get into the urethra and do some infectious or burning damage. So bottom line. Don't put aggressive soaps and shampoo on your penis (unless you are washing)

first of all it's soap not sopa :P and second soap can give you a rash and can dry out the skin. I wouldn't reccomend soap. But agree with tomjohn and Hauptmann (about the other stuff)
