All guys develop at different times. Pubery takes its time, you can't speed it up and you cant' slow it down, you'll have to have patience and your hormones will kick in and you'll stop "dry cumming"

It will come in time…get it? Lol. I didn't start puberty till I was 14 and I could cum the same year, of course everything else was slow (or still is) in my case…I digress a lot. Just be patient. Your time will come. (Hahaha more puns)
