So I really don't know if I'm circumcised. I feel foreskin and I can retract it, but it doesn't go over the head of my penis when its at its softest or at any point. What's going on?

It could be a loose circumcision? Thats what it sounds like to me. Do you have a scar line?

Natural foreskin lengths can vary a lot, from a long overhang even when erect to pretty short even
when flaccid. Can you ask your parents? And then circumcised guys can vary a lot, from
great tightness to having the tip barely exposed when flaccid. A "proper" circumcision leaves
the glans and corona exposed all the time.

Maybe you are " semi circumcised " as me ... They circumcised me , but still have a lot of foreskin , so basically I have little bit more from middle of my head ....

nah you're not, foreskin don't always cover the whole thing, even when soft. In the rest of the world, exept USA and countries that do it for religious reasons, nobody is circumcised, i still don't understand why the fudge they still do that in America, since it's absolutely not for hygiene or health (actually it's the contrary) but i digress.

i'm not circumcised.. but when i was younger it was also harder to pull the skin back.
that will pass as you get older

Maybe you are circumcised but the doctor din't take off all the prepuce.
