Yes. As you seem to already know, you can put your IM information in the User CP, you can also go here (http://virtualteen.org/forums/profile.php?do=editoptions), and under "Messaging & Notification" choose to accept E-mails from other members. Gamertags are also acceptable, but can only be put in the "About Me" section of your profile. But no, you aren't allowed to give out your number.
As far as signatures, click here (http://virtualteen.org/forums/faq.php?faq=rules#faq_content), read that, and you should have a good understanding of what is and is not allowed in signatures.

The answer above me is great but short answer: no, that is not allowed and you will be asked to remove it.

It's designed to protect you, whilst the people on VT are for the most paret nice, every now and then you end up with idiots or pedos, you really don't want to give out your number to everyone on the web. It's a quick way to get yourself in trouble.

Exactly. Giving out personal information unprotected like that isn't very safe. Not to mention that people can track you to a certain extent if they have your number.

Its really not safe, my brothers number leaked on the internet once and now he gets textx frokm porn sites and Nigerian princes every few days...
