Ive kissed a boy (my best friend) but I never kissed a girl. How long does it take for a girl to let you give her a kiss? A first date? Or longer? I'm talking about on the lips!

Take it easy; it differs for everyone. It took me about a month, but it might be very different for you, it depends on you and it depends on the girl. Just don't rush it.

Could be first date, could be longer. My first kiss was with a chick I met in the park but I think she was stoned. (I conveniently leave that part out when recounting the tale). It rlly depends on the girl

It depends on the girl as others have said. You'll know when the time has come and it will just happen one day when you're alone and share a moment

It really depends.
Make sure you both want to. Don't try to force it when it doesn't feel right.
Look at me, trying to sound like I know what I'm talking about. I've been dating someone for four and a half months and we haven't kissed yet. (Well, we've done cheek and forehead kisses but nothing on the lips.) I haven't even kissed anyone yet.

I've been with my GF since June, we haven't kissed yet. As others have said it depends on the girl and how the relationships is going, I plan on attempting to kiss her in another month or two when she feels more comfortable
Don't force anything.

Eh, it depends. At your age, it might take a little longer, because when you're young, you get nervous, etc. (Or maybe that's just me. I was kind of a dork. Actually, I was still nervous when my ex kissed me for the first time so like uh, yeah, I was 16 and yeah.)
Depends on the girl (like everyone else is saying, how insightful of you, Ren.)
Verbal communication might be a good thing to incorporate. Might be kinda awkward to ask if she wants you to kiss her, but it's better than going for it if she doesn't, right? (And falling flat on your face...Hopefully only figuratively.)
