The state Assembly on Saturday failed to muster the votes to approve legislation aimed at identifying criminals and others who are improperly buying ammunition in California.

Sen. Kevin de Leon (D-Los Angeles) originally proposed that residents who buy bullets be required to get a state permit and undergo a background check before the purchase to make sure they can legally own guns, but Gov. Jerry Brown opposed that scheme.

The revised bill that failed Saturday would have required ammo sellers to provide information on purchasers to the state Department of Justice after the fact, including name, address, date of birth, date of the sale, brand type and amount.

If the buyer was discovered later to be disqualified from owning guns because of a criminal history or severe mental illness, authorities could then have obtained a warrant to confiscate the ammunition and any weapons found.

SB 53, which fell six votes short, was supported by law enforcement leaders including Los Angeles police Chief Charlie Beck. It was opposed by the NRA and the California Assn. of Federal Firearms Licensees.
Opponents said the measure would be too burdensome on ammunition dealers.

"I'm tired of this chamber picking winners and losers and if we pass this, we're going to kill another industry here in California," said Assemblyman Scott Wilk (R-Santa Clarita).

I honestly can't say how glad I am that this didn't go through. I'm sure the only reason the government wants to know how and when I buy ammo is to prevent criminals and mentally ill from getting ammo.

That seems like a sensible idea. What if someone with a mental disorder went to buy some ammo and they weren't checked. It sounds like a good idea to ensure the safety of people.

I think it was a good idea, checks to buy guns, and to buy ammo in my opinion

Support it for buying guns but ammo is just stupid.

I would think maybe a lot of criminals do not just pop into Kmart or walmart for ammo and give name and address etc DOH

Support it for buying guns but ammo is just stupid. It's always great to double-check. What if the buyer has been diagnosed with a mental condition posterior to buy their gun?

If I can't go buy ammo without a background check then I'm no longer free. Te inability to buy a simple thing is ridiculous. If they can get guns illegally now they can easily get that. It's useless.

Totally agree...this whole checking is just a hassle for honest law abiding citizens who buy their ammo. those who use weapons for bad purposes are able to get them and ammo illegally without checking.

Villains will be villains, and and that's why I hate Brazil's ban on firearm possession. However, reducing their means of acquisition, as well as regularly performing checks, is a always a lesser hassle than the case it may have prevented. With all these "mentally instable shootings" terrorizing people by the media (even if the incidence rate is still very low), those would be much greatlier affected by such checks.
