I get the feeling from what you say that if she was allowed to date, there would be a good possibility that she would go on a date with you. The only advice I can really give is that if this girl is as wonderful as you say, then she'll be worth waiting for. However in saying that, you don't want to rob the chance of dating other girls you might like because you're waiting for her? At the end of the day only you can decide that.
