Simple answer without wasting time explaining the biology;

Your penis is absolutely filled with Blood vessels and capillaries. your shade of penis is dependant on how much blood it's gorged in, and how oxygenated that blood is (as well as your propensity to getting erections or if you've just had one)

It's darker than your thighs because the mindblowing number of Capillaries filled with blood near the surface in the penis is far more concentrated, and the skin is much thinner, than what is on your thighs. If you're circumcized, even more so because you aren't even looking at skin, you're looking at he muscle the skin has been torn from.
