Simply do more background checks like interviewing neighbours and close family before issuing gun licenses and permits. We have that here and it's all dandy. We actually overthrew a government without the use of firearms. If a pissed off mob numbering thousands comes to the parliament, you'd sure be scared shitless if ypu were in power.
