Because a lot of departments can't afford it. My dad's had to run his shift with only 5 deputies to run one of the largest counties in the state.

Here all cops go in pairs. It's a must especially in situations like this. Usually it's a bruiser who deals with people who resist and the guy who writes the ticket and tells the arrested his rights and the charge. Too bad they aren't were they're needed when the bad stuff happen.

Cause at least in America cops don't sit at the statins they patrol. And also were the cops actually are is behind tons of brick wall so it's impossible to hear. Any body at the station is probably records clerks and and frot desk.

There is police security at the front door and in station here. They could've sent two people with guns to arrest or at least scare them off.
