My bro just started college too. I on the other hand just started high school. My advice is to get involved in the community. I've found that a lot of times if you just randomly approach people they get creeped out and it just never works(unless you're really good at it). So just get involved in stuff where you're expected to have to talk to random people and then you'll make some friends.

My best/closest friend just started college too, and he is shy until you get to know him. But so far he told me (I asked him if it is different to make friends in college than high school) that in classes just introduce yourself to people be like "Do you have a pen I can borrow? By the way I'm Jake, nice to meet you" or just smile and say "Hi I'm Jake, nice to meet you" and he also said that he is friends with his roommates and is becoming friends with his roommates friends. Say "Hey" to people passing by. Start talking to the guy aside you with some small talk. Get to know their names. Meet them at a college party and get to know them way more there. Do a project, and figure out you guys are into the same things. Be interesting. Go to other parties, talk to wildly new people.

I've only two good colleagues and a few more acquaintances, but for myself I've done a lot of progress!
