Everyone grows differently. Penis sizes come in different sizes too, Some are Large, some are small. He may have a micro penis or he just maybe small due to gentics.

I too had a small one whn I was younger. Until I was 13 lyk I had to take my pants down and stand in my briefs to pee cos else my small one would wet my pants.
Then by 15 thing grw a bit and because I was stick skinny with abs and stick like thighs my penis looked comparatively ok whn undressed.
After 15 I hv put on weight and now my chunky thighs and the bit of a belly fat make my took look small. may be hormones out of balance as I hv very little body hair and has put on a bubble,girlish butt too.
But I think when I hit 17-18 it will grow further.
