Help with size

I'm 15 turning 16 in about 6 months and my penis is only 2 inches soft and a little over 4 hard. I haven't seen any change since I started puberty. What should I do? Does anybody have this problem or did anybody have this problem if so what did you do or what happened?

If you haven't seen it change, then are you sure that you did start puberty?
If you're not absolutely sure then you should go see a doctor; i believe they have some kind of hormone injection that makes your puberty happen quicker and sooner.

If you are absolutely sure, then i don't know. Maybe you're just small?
