I guess it depends on why you are flaccid rather than hard.

Obviously erection normally happens at a lower level of arousal than cumming so most of the time a guy cums it will be hard. On the other hand it is possible for something to affect the ability to get an erection without affecting the ability to cum - getting drunk is one example of this and some illnesses can do the same. In that case it is possible to cum flaccid.

So I have only rarely cum flaccid and the orgasm feels good. Obviously there is a subtle difference in feeling but in intensity it seems similar to many orgasms I have had hard. On other other hand my very best, most intense orgasms have always been when fully hard.
