I'm healthy physically and mentally. I do well in school and such. Although I am under the age, I do very occasionally drink a beer by myself because I enjoy the taste the mild side effects of drinking only one beer gives you. I have also gotten high twice and I enjoy the euphoria. As mentioned above this is a very occasional thing. Although "responsible" would be a bad choice of words considering drinking/getting high under the age isn't very responsible, I would say I drink responsibly and get high responsibly. I'm searching for an external opinion on whether or not it's okay to enjoy doing this once in a while on my one time. I well understand the risks and consequences of these actions but again I'm not abusing it. So in your opinion is it okay to want to do these things?
I'm very conscious about my future and have prestigious plans. No way in hell would I ever allow this to become habit. Never have nor will I. I have a soul and heart stronger than addiction.

It sounds like you've got everything under control. I would like to say the same about myself, but there's been way too many time I've gotten blackout drunk.
I'd say you have good self-control, as you haven't let the drinking or getting high become a habit ( which is impressive, because it's easy to become an addict ). So yeah, good job. :)

That's a dangerous road to go down. It's easy to convince yourself that you have everything under control, and that you will be able to keep it that way. But before you know it, you're getting blackout drunk by yourself, or getting high by yourself all of the time. It stops being fun after a while, and it might even turn into more of a compulsion or necessity rather than an outlet or way to relax. In all honesty it's not worth it. Some people can handle it better than others, but my advice to you is to be very, very careful if you want to recreationally do drugs and drink.

Yeah, I think there is a way to be responsible when taking drugs or drinking alcohol, reguardless of your age. I also drink occasionally and I think I'm relatively responsible with it. I always find it weird that others immediately deem me a reckless delinquent when they find out I drink.

As far as I'm concerned, I'm not drinking until 21, and not smoking weed ever, however, I suppose it's fine if you only do it once in a while and don't turn to the drugs everytime you feel a little down, that could quickly become a dependence, then an addiction.
Also, anything, drinking and smoking below 18 is considered oind of irresponsible, and taking any other drug, heroin, cocaine, meth, crack, LSD, etc. is extremely irresponsible.

It sounds all well and good right now, because you're doing these things by yourself. Personally, I've never done either of them, nor do I intend to. But, in both our cases, who's to say what will happen when surrounded by a group of people? Peer pressure is something you need to watch out for concerning both of these things.
I would say, in all honesty, to stop before it gets anywhere near "out of control". Just to be safe.
