well you can't just jerk off whenever you feel like it anyway, it is against the law for indecent exposure.

i think you can get away with it in say school toilets, or an airport stall or public toilet as long as you have the door closed and no one can see or hear you. don't go doing it at a urinal where other guys are standing around you while you do that, it would be disgusting. that would be your safest bet.
