When you reach maturity there is a period during which the younger sibling continues to develop physically while you remain static and it is not uncommon for younger sibling to end up taller, for example.

I think you just have to get used to the idea that people come in all shapes and sizes and so do their various organs. In that respect there is nothing special about the penis that makes it any more a measure of a guys worth than any other of his organs or his size overall. I doubt your borther has any more fun with his cock than you do and there is no reason to think he will get a better partner because of it. Other things are much more important.
