The distance between the base of my penis and my navel is less than 4 inches, so I would say no. However, I'm really short so that probably makes a difference.

I guess it depends on the height, the curvature of the penis and maybe some other stuff, but if your penis reaches your navel while being stretched straight, I'd say it's definitely a big size.
