Have you started puberty in any other way? If nothing at all by 16, see your doc. It's not the end of the world, there's a condition called delayed puberty (for those that haven't started by that age) which is usually treated with hormone injections.

Not being able to cum is pretty common amongst younger teenagers, you're probably just a late bloomer, but if you could cum and can't anymore, that could be a problem. If this is the case, I'd wait a little and see what happens, if you still can then I'd talk to a parent.
