Hi,
I'm 13 and I have noticed that when I pull my foreskin all the way back, a piece of skin joining my foreskin to the head pulls the head over to the side, which is quite painful. Is this normal, or should I be able to pull it back without my head being pulled to nearly a 90 degree angle from the rest of my penis?

Update: see my second post.

I can get it so that my glans is uncovered, but can't go further back without beginning to pull on the head.

That is odd. It should pull back evenly

By your description I would say that your problem is frenulum brave ... Read something on internet and you should go to the urologist , because it can be big problem in your later life , because , with that condition is really hard to have sexual intercouse , because frenulum always cracks and there lot of blood when that happens ...

I had this problem too. Give it a couple months and the skin wil detach from your foreskin. This should happen when your very young, but like me you obviously are having it late.

I'm circumcised, so I don't know much about foreskins. However, this does not sound normal to me.
