I asked a girl out and she said her parents won't let her so I figure wait till she is 18 in a few months,I took her to prom and we text all the time but whenever I suggest doing something together she doesn't answer and when I see her in person she's always on her phone but it takes her forever to text back,but when we do talk I'm usually really happy. So am I wasting my time or something?

That is mean that she is always on her phone but does not text back right away. Well wait until she is 18 to ask her again or ask her parents in person to show that you are a great guy. If she does not want to date then maybe move on.
