Not sure what to do

So there's this girl that I liked a while back. After a while she made it pretty clear she wasn't interested so I moved on. This was maybe 30 months ago.

I now find myself liking the same girl again. I haven't told her, nor anyone else, that I like her. I've started talking to her more, however she seemingly makes little effort to talk to me. However, when we do talk, she seems interested and it seems as if she could maybe like me. We flirt back and forth a bit etc.

There's this other guy that is one of my friends that I think she may like. Now, the guy is not really a 'have a relationship' type of guy, though I'm not sure if he likes her. They talk quite a bit and (I think) flirt back and forth.

So I'm conflicted as to what to do. Anyone got any ideas?

You need to make your move before he does. That was my mistake because my friend and I liked the same girl. She went out with him because he asked her and I waited too long. Ask her and see if she would like to go on a date with you.

I took the girl I liked to a dance and I let her dance with my friend. I guess I had it coming. It did not last because they broke up after a week. Ask the girl before another guy asks her.

So, yesterday I found out that another one of my friends had been talking to her about potentially becoming friends with benefits with her. Me and her talked about it and she said she didn't really like him. Now I'm even more unsure as to what to do.

This ^. You have to make a move before she moves on or the other guy makes a move. You could actually have a chance with her but don't wait forever or that chance will disappear.
