I think my high school does, and I'm considering joining it. I'll be a freshmen in the fall.
I know it looks good on resumes and college applications, and it's something I enjoy.

We do not have a club or anything, but our advances classes do debate projects. I won a debate proving that President Lincoln is better than President Washington haha
