Your penis will stay the same size it has always been ( if its not growing longer ) but lsoing weight around it may make it seem bigger but its still going to be the same size

Yes. Your penis will stay the same length but the root of the penis is deep inside. If fat pushes the skin outwards from your public bone then a greater proportion of your penis is inside and less outside so it looks smaller.
