Sorry if this isn't puberty related but I was wondering... I work out like every day and have a 4-Pack but even though I'm "fit" and do a lot of exercising, I can never get a 6-Pack
Why?

Well, firstly, YouTube or Google some ab exercises. I'm sure you're not doing all you can.
Second eat right. Eating right helps everything. Stay slim, stay active.
Third, make you exercise routine more harsh. Do all exercises slower, and more of them. When a burn comes, have a sip of water and wait 1 or 2 mins.
I know it's hard, but only exercise every other day. Be sure when your workout is done, your target muscles feel like they were worked for several hours afterward.
On the off days, be sure to go for a jog, ride a bike, play some sports. Make sure you up and moving around breaking a sweat for an hour or two on the "no exercise" days.
And lastly, genetics. Some people are coded to a point that's it's really hard to get a six pack. My code makes it just about impossible to get a nice V-Cut below my abs.
But carefully do the above, and results should show within 3 or 4 months.
Let me know how it goes.

I say that you may need to just work on the abdominals (or however you spell it) and you may need to just work on the high or low abs, depending on what you want.
