If any cashier refuses to sell you condoms, they're stupid. Who would try to stop a person from having safe sex? To answer your question, there is no minimum age

Any age. Also, health departments give away protection FOR FREE. Girls can even go to the health department and get birth control WITHOUT parental consent at the age of 13+.

Condoms any age (a 5 year old could buy them). Idk bout the lube but I think they market it so it doesnt fall under that category but idk for sure.
