I'm 15. I've never had any trouble ejaculating but lately I just can't do it. When I jerk off, I can feel it but I just can't get there all the way. What can cause this? I used to have no problem but now the last few weeks I just can't finish. Why?

Well for one thing it has you worked up enough to post your problem, Right? Forget about it and shut down the post and stop looking for a answer you will not find the question for. You are normal and sometimes we all do it too much and the testies need time to recharge. Wait 4 to 6 days and look at whatever you look at and if you get pre-cum great, don't touch it. on day 6 try again but keep your mind on what pleasures you and watvh what happens.

I have been doing it way too much to the point where I feel sore and nothing even comes out cuz I'm "out of stock". How do I teach myself to have self control and not do it so often? I pretty much do it every time I get hard.

Are you depressed or under any stress. Sometimes when people are under emotional pressure it causes them to not get any sexual pleasure

People have commented that masturbation can be good relieving stress but really that is only true of low levels of stress. High levels of stress tend to surpress your sex drive and can cause this problem as some illnesses.

If there are sources of significant stress in your life then you need to either remove them or wait them out if they are temporary. If there is nothing obvious then it may be worth consulting a doctor for signs of an illness.
