It means a VT Staff Member (like me) will check your message and approve it. Once you reach 250 posts and/or have been on for over three months, your VMs will no longer have to wait to be moderated.

until u have 250 posts and be here 3 months iirc. kinda sucks and promotes spamming imo but apparently theres more pros than cons to the reasoning behind it.

Until you hit 250 posts and I think have been a member for at least 2 or 3 month, your VMs are moderated by a Moderator/Global Moderator/Administration.

How long is the wait usually to have it be OK'd?

No specific time. A staff member just gets to them when they see it.

To add to Madie's response, we get notifications when there are pending VMs, so as long as someone's online, the wait time really shouldn't be too long.

It is both.
You have to be here for both three months and have 250 posts. If you get 250 in 3 days, your messages will still be moderated until you have been here for three months
