Your balls don't actually "drop" - this is a complete myth. The testicles become larger and more apparent at the onset of puberty when they begin producing sperm. The scrotum becomes larger, and darker colored as well. It also grows pubic hair (which is technically speaking a form of protection for it).

But it's not like pre-pubescent boys don't have testicles in there and then suddenly do. You are born with testicles that produce hormones your entire life. At puberty, they begin producing more hormones followed by sperm and become larger as a result.

The root of this myth is that the testicles of a fetus (unborn baby) do in fact "descend" into place. You see, every human begins life as an anatomical female. The possible change to male (as determined by your X or Y chromosome) occurs slightly after conception. It is when the testicles (at that time still before the juncture of ovaries versus testicles) descend into what will become the boy's scrotum and become honest to goodness testicles.

Now the second fold to this myth has to do with so-called "shrinkage" that occurs when a man or boy becomes cold. Because sperm can only live at a very specific temperature (slightly lower than human body temperature), the scrotum is tasked with regulating its own temperature. That is why, in the heat, the scrotum hangs very loosely and low between a man's legs. In the cold, and very often in cold water (i.e. pool or ocean), it tightens, becomes more wrinkled, and draws in close to the base of the man's penis. Some people erroneously believe that this is the testicles returning to the hollow from whence they came. This is not true. It is simply the scrotum becoming smaller and closer to the body in an effort to keep the testicles warm.

Now as for the comment someone made about transgender people returning their testicles to this supposed place they came from, this is not true. Yes, some transgender women (i.e. born male, identifies female) choose to tuck their penis and testicles as a means to feel more close to the gender they associate themselves with. For some, the sight of their penis (especially an erection) can prompt gender dysphoria - a condition of depression associated with the feeling of having incorrect genitals.

This is similar to a transgender man (i.e. born female, identifies male) wrapping his breasts in an effort to conceal them. But the breasts do not recede into his ribcage, and no more do her penis and testicles go into some place that they supposedly dropped from. Feel around sometime; there is a lot of empty space in your pelvic region above the base of your penis. They are simply tucking away their genitals there, not returning them to a pre-pubescent location that (as I already said) doesn't exist.
