It's because the opening at the tip of your penis is partly stuck closed because of sweat or other moisture. When you begin to pee, the pee hole doesn't open cleanly and you get two streams.

Sometimes I get the two streams either if my penis has been mashed up in my underwear or I have recently cum. Either way, the skin at the tip is stuck together, and the pee shoots out on both sides of the part that's stuck together. Usually it becomes a single stream after a few seconds, when the pee pushes everything completely open.

The worst is if you have to pee really bad and the pee is spraying hard in crazy directions, but you can't really stop the stream at first because you're peeing so hard. Yeah, its that flap that partially closes on that piss gutter. Usually when we piss the streams meet and form into one. I sometimes have that other problem when the cum from morning wood gets those flaps stuck and the piss goes 2ft to the left and 3 ft to the right.
