Can somebody please settle this between my friend and I, he says that precum is produced as needed as you become aroused where as I always thought its just stored and then topped up when depleted, just like sperm.

You friend is correct... Pre-Ejaculate is produced during arousal... Its function is to lower the acidity to a level at which sperm can survive... Some men do not produce any pre-ejaculate at all, so sadly, your friend was right... :( (Sorry) :( Hope I helped :)

yeah don't know for sure without researching it, but i believe it gets produced from the cowpers gland and oozes out based on how aroused you are. like there's been a couple of times where i was super aroused on my way home from school and by the time i got home my underwear had a big wet spot from pre cum oozing out.

Your friend is correct. It is made when you become aroused. Also eventually you will cum actual cum if you become stimulated enough.

Well, I just learned about this in anatomy two weeks ago. So theres something close to your prostate where it makes and stores precum and it comes out as you need it because you get more and more aroused, so it does have to do with arousal level, so you're both half right.

Correct, since not everyone produces the same amount. As you become aroused and blood flows to the genitals, a chemical signal is sent to your brain, which in turn tells the glands to produce precum. This is a natural, for which the precum is meant to act as a lubrication which can aid in sexual intercourse and/or masturbation.
