It is good to practice putting a condom on when you are on your own and have the luxury of time and no pressure and, once you have got it on you may as well masturbate with it on to see what that feels like. It's neat to see how it works, how the tip, which should be a bit like a baloon before it is blown up, i.e. not fillled with air, fills up with cum and the other thing I noticed is that as the cum is held there against the head of your penis you can feel the warmth of it on the head.

Overall I prefer to masturbate without a condom but if you prefer with and have the means to buy them, or somewhere you can get them for free then there is no reason why you shouldn't.
