Hair wont grow back

Its almost been half a year now and my hair that got cut/shaved off by somebody hasn't grown back at all. I won't go in the story but its a like a 1 inch cirlce that has no hair and what im asking is why isn't it growing back. Im 16 btw so I have arm hair

Now thats kinda odd. I would go see a doctor because that should've grown back already, If it isn't grown back by the end of a couple months

I agree, go see a doctor. That doesn't seem normal that it has taken a year and nothing has grown back
