Silicate Wielder

Hey guys, Im thinking of making a game that incorporates both the concepts of simcity, and civilization. I've done some research for a soundtrack and want to do the graphics in an 8-bit 16x16 tiled style.
you will begin in a pre-existing city next to a baren “plot” of land, in order to begin your empire you must earn money by completing various jobs and tasks within the starting city, after earning X amount of money you will have enough cash to buy the plot of land, from there you must plan out the layout of the capital of your city in order to move onto the next stage of expansion.
Expansion is the term used for expanding your city into a country or expanding your country into an empire by producing profit and buying, stealing, or winning land from other civilizations. as the game progresses you will need to set up route for your citizens to move from area to area.
As population density increases in your empire you may start needing to dedicate specific plots of land to specific tasks like food producion, water, water treatment, sewage, ect. if a plot of land becomes wealthy and corrupt enough it may split off into it's own country, in which case you will need to reclaim that land. corrupt plots are red.
plots of land can also be used to weaponry and defense systems, these plots will have different symbols indicating the type of weapon or defense the plot is capable of using.
What do you guys think? I'd like to hear your opinions.
Sample from the soundtrack I plan to use:
