Since he's doing it in public and you don't want him to, he needs to stop, period. It would be easiest if you can talk to him privately and get him to stop, rather than having to bring in any adults, which could get really awkward.

If it was someone I was good friends with and I trusted him, it might be pretty cool to get to feel each other's boners if we were alone in one of our rooms. (I haven't done it so far, but I wouldn't rule it out.) But it's totally different that he's doing it in front of other people in a classroom, and it's completely disrespectful of him to touch you if you don't want him to.
