It'll happen sometimes. Try going against the hairs when you shave. It might help.

Personally I just let it grow, my profile PIC is misleading, it was took on one of the few times I'm without a beard.
Apparently I have a beard so often people think I look odd without one, also I like having it.
Unlike many people my age I'm actually capable of growing a proper bread and not just face pubes. So why the hell not keep it?
Like Jordan said, try shaving against the grain, that may help. But try mixing things up and experimenting with different ways. That way you may find one that works

Try taking a shower first. This softens up the hair follicles and makes it easier. Use alot of shaving cream and shave down. This goes with the grain and makes it not as close of a shave and less irritation. Use lots of lotion or aftershave and hope for the best!

I use an electric on my face and a Gillette fusion on my pubes, i get a smooth shave using them but irritation on both :/
