I know that I am only 15 and my penis is the average size for a guy my age, but is it possible that my penis is done growing or is it more likely that I am just a late bloomer?

I would say there is still time for it to grow more, being your only 15 but probably not too bigger, maybe a little above the average.

I have the same problem i am 15 and my penis is only 4 inches. It only grew once which was in the start of puberty when i was twelve. Ever since then it has never grew. I hope it grows in the next years to at least 6 inches. I think you just have to wait because puberty isn't the same for everyone. You still have at least 5-6 years to grow.

I would say both are equally possible, thy being said that you will stay average for age or grow above average as you age further in puberty

The stop growing age is 21 for males. That includes body height, foot size, and the penis. You still have many years to grow.
