Well, for starters, do you even masturbate? And if you do, do you orgasm? because that may be why if you don't orgasam you cant cum

Development is a rough time. Some people develop faster than others. While some kids begin to ejaculate early, others begin late. It's all determined by how fast your body is developing. It's normal.

Yes, everyone naturally develops at diffetent rate, even if you are in the same biological family. It's all about hormones and genes.

Some people just take a little while to get there, just give yourself some time and you'll be fine. Everyone develops at there own rate buddy. Don't worry about it, just leave your body to do what it does best.
It will come eventually (pun intended) ;)

Most guys cum earlier, but you're still in normal territory at 14 - you're probably just a late bloomer. If you're 16 and haven't ejaculated yet that may be a problem.
Do you jerk off? Do you have orgasms? If everything else is working fine sexually (if you can get an erection and orgasm easily) there's nothing to worry about.

Sounds like you're just a late bloomer. Do you have pubes yet. Only at 16, with no signs of puberty, would a doctor really do some intervention with hormones. I know it can be annoying when you see your friends developing.
