erect size is based on the penis being fully erect. anything less is semi-erect and doesn't count as full length

That would tend to affect your size soft and the effect would be temporary, i.e. as soon as the blood flow returns to normal you'd be back to normal size. Soft size varies with temperature anyway so any effect would be hard to quantify.
