I wouldn't say it's "normal", if it were a bit of touching when very young I'd say yes, but it's a little weird for cousins who are old enough to know exactly what they're doing to blow each other. he is a close relative after all, and this kind of thing tends to turn bad if it goes on for too long. unlike a regular friend your cousin will probably stay in your life for a long time and it's going to be very uncomfortable for you when you're older.
