Pubic hairs only grow to a certain length and then fall out. That way they don't end up growing down to your knees. So it's like they're supposed to fall out. Probably the more hair you're growing and the faster they're growing in, also the more fully grown ones are falling out.

Depends how much is falling off, if its just a few strands then its normal but if its like everything then there's a issue.

1 or few hairs is normal, but if like a lot of is coming off than not.

I don't think I've had them fall out, at least not noticeably. Maybe it falls off when I don't notice, I don't know, I've never seen it do that.

It is part of how hair grows. Each folicle starts growing a hair and the hair continues to grow until it reaches a certain maximum length and then the growing stops. After some time the hair falls out and the process starts again. That maximum length is shorter for a public hair than a head hair. At any point in time different folicles will be at a different point in that process so some will have naturally reached the point where the hair falls out.
