Like any other characteristic there is a period of development before you reach the fully developed state. Most people report that when they first start cumming there is not very miuch of it, and it is mostly clear and a proper research study also found a lower sperm count and re-liquification of the semen not working at the start. As one gets older the quantity gets greater, it turns whiter, the sperm count increases and it starts to re-liquify correctly[1]. AFAIK the average age for the peak in cum volume is about 17 so up until then it is increasing and then begins a very, very slow decline.

[1] if you don't know what I am on about here, if you ejaculate and leave your semen on a flat surface rather than wiping it up you will probably find it turns from thick to thin after a few minutes (like ten or more). This is supposed to happen and is causes by enzymes. When guys first start to cum these enzymes are usually not present so it does do that.
