you might or might not have a condition called Phimosis. There's a steroid cream that is often prescribed to loosen a tight foreskin.
It's probably best for you to do a Google search for "tight foreskin (https://www.google.com/#q=tight+foreskin)" to get a better idea.

Since you can pull it back when soft, your condition is quite mild. Practice stretching it by pulling it back when hard (not too much that it really hurts). Being wet (like doing it in the shower) helps. And it may take some time. Doc may provide steroid cream.
For sex, if it's a little sore pulling back, it just makes things a bit more sensitive for you.

It isnt necessary. there are some other ways i guess. But I guess foreskin doesn't play a big role while having sex.

In many cases simple, regular stretching buy pulling it back as far as it will go so it feels tight but just short of being painful, will cause it to naturally losen. This process can be make quicker with the application of a steroid cream which may be available from the pharmacy or via a doctor's precription. In more extreme cases surgery may be required either circumcision or a dosral slit but unless you were thinking of getting circumcised for some other reason anyway I'd try the stretching approach first.

Ah I misread that. OP might want to have a check with the doc too to make sure it's OK.

Just pull it back every day in the shower, don't do it until it hurts but just before, and it should gradually loosen... Worked for me
